About the Program

The Residential New Construction Program is sponsored by the Connecticut Energy Efficiency Fund (CEEF) and Connecticut’s regulated natural gas and electric utilities.

 

How Does the Program Work?

While you are in the planning stage for your new home contact, or ask your builder or Home Energy Rater System Rater (HERS rater) to contact the Program Administrator.

The Program Administrator will be pleased to discuss your plans and help you complete the 2009 Residential New Construction Program Application

Note—the application must still be signed and submitted to the appropriate electric utility Program Administrator. Applications MUST be submitted before the home is insulated in order to be eligible for incentives.

 

Once your home is completed and the energy-efficiency measures have been verified, the check will be processed and sent to you. It’s as simple as that.

 

If you opt to obtain ENERGY STAR certification and the associated rebate on your new home:

  • The home must be inspected by a certified Home Energy Rater System rater (HERS rater)
  • Please contact them directly to discuss your options and to set up an inspection appointment. (Please note that in order to qualify for ENERGY STAR certification, inspections must be conducted both prior to dry wall installation and again once construction is complete.)
  • You may also qualify for federal tax credits for installing energy-efficient measures in your home.

Energy Star Home

An ENERGY STAR Qualified home can be a single-family or multi-family residential home. It achieves the greatest level of energy-efficiency through the use of reliable, advanced building techniques and high-quality materials. These include high performance windows and insulation, energy-efficient appliances, lighting, heating, ventilation, and cooling systems, and tighter overall sealing and weatherproofing.
