Limited Income Energy Efficiency Program... Save Energy and Money Throughout the Year

The Home Energy Solutions-Income Eligible (HES-IE) program provides valuable weatherization measures to help renters and homeowners reduce their energy bills by making their homes more energy efficient. This program provides services to income-eligible electric, natural gas, propane and oil heat customers.

Are You Eligible?

To determine if you are income-eligible, locate your family size on the chart below and the dollar amount next to it. If your family’s combined Gross Annual Income is this amount or less, you meet the state’s 60 percent income median, and qualify for the program.

All Home Energy Solutions Income Eligible Assessments will be completed in Two Visits: 

During the first visit or the assessment visit: 

Specialists will assess the home’s energy efficiency and develop a scope of work based on the existing conditions of the home. The scope of work will define the weatherization work to be performed at the home at a later date. Work will be proposed as core service measures or add-on’s which are incentivized based on their efficiency values or existing fuels. These services will be performed or installed during additional visits based on the complexity of their install. The Assessment visit includes a wide range of weatherization services such as: 

  • Safety testing on your HVAC equipment 
  • Installing up to 6 ft of pipe wrap insulation 
  • Conduct a blower door test to identify drafts that will need to be addressed on second visit. 
  • Installing water-saving faucet aerators and showerheads 
  • Measure airflow of HVAC ducted system to determine if duct sealing can be performed 
  • Assess existing HVAC, Insulation, windows and appliances to determine which would qualify for upgrade through the program. 

 
During the Second Visit or Core Services Visit:


Additional Services:

  • Air and Duct sealing as identified during the assessment visit  
  • Advanced Duct Sealing for qualifying systems based on their leakage rate  
  • Add-on measure installs which include Insulation, Windows, and appliance upgrade  
  • Heating and Cooling Equipment such as ducted and ductless heat pumps or gas fired equipment. 

 

How Do I Apply?

To sign up for HES-IE services, please complete an application / aplicación en español  (including the income verification section and supporting document) or call 877.WISE.USE (877.947.3873) if you need assistance or to schedule an appointment.

All household members’ income must be recorded and accounted for when applying for HES-IE. For those individuals without any income please complete the zero income affidavit on page 5 of the application.

Renters must have their landlord complete the Property Owner Agreement which is included with the application. Property Owners are required to grant permission for tenants in their buildings.
